According to section 8 of the Act, the candidate recommended by the Public Service Commission through open competition shall be appointed by the authority within two months in the case of gazetted posts and within fifteen days in the case of non-gazetted posts from the date of submission of the recommendation letter and the notice of such appointment shall be given to the concerned candidate by speedy means. If the concerned candidate does not receive the notice of appointment or if the notice is returned, a notice will be published in the public newspaper after giving a period of one month to the concerned candidate to understand the letter of appointment. If the appointment letter is not received even within that period, the alternative candidate mentioned above can be appointed in the order of merit. The notice of the appointment made in this way should be sent to the Public Service Commission within fifteen days from the date of appointment.
